I noticed one department was missing from the designator list and that would be in the South King County:

Burien-Normandy Park / District 2 uses 28-29

Going back to the SFD callout, the initial dispatch should have been for Engine 3 (Alki) and the second call out was for Engine 4 ( Chief Seattle) as they had to call in a boat crew and then by the time they got a full crew to come in from wherever they live, that is where the delay comes into the response.
SFD only has one on duty boat crew per shift to man 2 boats in the city.

Ok, well now that makes sense. They only had one crew on duty, and when the first call came out, they chose the Alki instead of Chief Seattle because it was a freshwater fire. When they realized they needed more power they had to get an off duty crew (which obviously takes time).

No wonder we need new fireboats in the city.. Gees!

Dispatch log is still a little confusing though.. There's only one E3 dispatch, at 4:16:28AM. If that's the Alki, it would seem the initial dispatch was for Chief Seattle (E4 at 1:22:39AM). Hum, maybe that was an error, who knows.

Also remember, the fastest speed that the Chief Seattle is allowed to go in Lake Union is 7 Knots, any faster the wake causes damage to piers and houseboats.

The only thing I can think of why E-4 was dispatched on the intial dispatch was the CAD system had to set off the house tones to wake up the boat crew at Station 5 so they could hop in the van and drive to Fisherman's Terminal to get E-3 going to the fire. Without a station being manned at Fisherman's Terminal the CAD toned Engine 4 first.
Seattle is getting a new fireboat in a year or two and I believe it is going to be named the Chief Leschi. I remember seeing something on one of the news channels a few weeks ago.
It's not just new equipment the city needs, it's more manpower to run them.
