Performing some sort of maintenance on ALL transmitters at the moment (yes, I know it all comes from the same source there on 122nd Ave for the Portland area transmitters/frequencies).
Funny thing is...so is the Olympia area (edit: person receiving was listening to Woodland which is ran by Portland NWS), and Phoenix. Are there more doing the same thing?
When I called a friend in Phoenix the same message was being broadcast, then some test tones...then off the air, then full scale static, more test tones, then back on the air with normal information.
Narrowbanding????
Will post the message that was broadcast this evening if you don't get a chance to hear it. Sounds like a canned message in case things go south.

At 13:00 everything was back to normal. I called the NWS in PDX and asked what they were up to. They said that they were doing some tests that they didn't want broadcast over the air, so they put up the generic "...we'll be right back" message. However, I still find it odd that both Portland and Phoenix were off the air at the same time. When asked about this the NWS said it was 'coincidence'. Also asked them if they were going to go narrowband, the person I talked to didn't know.
