It is because the people of the world are trolling a diplomatic signal that is for the russian navy. And if you are in the vicinities of that country and you end up piping spectrum painting right next to them, guess what? Prepare to be raided and killed!!
It is also note worthing that this signal has been theorized as a number station. IT IS NOT A NUMBER STATION!! Every single numbers station ive seen are all tied to their home country's military codings. For example, HM01 in Cuba is the same type. Encrypting text documents over their new ham mode. (NOT Redundant file transfer anymore). Sure, the female voice speaks numbers, BUT they are military codes for Cuba!! OK? Same applies for the HFGCS (High frequency global communications system) in the US of A. We say the phonetic alphabet at random for some of the branches of our military. Thats exactly how I wish people would treat these "number stations". They're not beacons, they're nothing but a diplomatic signal.
