The New CHP system will include Every 42 mhz state police frequency from 42.02 to 42.94 -- except 42.80 and new "Area" channels on 44.62, 44.66, 44.70, 44.94 and 44.98. 44.94 will be used in the East Bay -Oakland area. 44.62, 44.66, 44.70 and 44.98 will be used in the Chico, Sacramento, Stockton + Modosto (Central Valley) areas.

hows their build out coming along?

On time. Stockton should be "on line" by april 1, of 2010. 44.84 will become the new Blue repeater channel. 44.62 paired with 42.12. 44.66/42.46, 44.70/42.50, 44.94/42.62, 44.98/42.52, 44.92/42.56, 45.36/42.54, and 45.60/42.48.

This may seem a funny question but how well does the 42.000 band work out for them? Obviously well enough for them to keep it, but...

Actually -- very well. Like the WSP in Washington and the OSP in Oregon -- The CHP is now adding or using a "repeat" system on many "area" dispatch channels. The CHP has also added 8 "regional' tac channels -- that are also in "repeat mode". Not all "areas" are repeated and some are just using a "patched repeat mode" using the audio from remote receive sites patched through local dispatch centers "base stations". So not all areas are using fulltime repeaters. Only when the dispatch flips a switch. But most field units agree that being able to hear another unit that's on the other side of town helps to get the job done. In areas like San Diego County, where the entire county is using a trunked 800 mhz system and will flip over to 700 mhz, the local CHP units also have portable radios on the County trunked system as well as their own "dispatch talkgroup". Some areas use the trunked system more often than the Low band radios. The local CHP offices just dispatch over the trunked system. With the NEW upgrade -- every CHP unit - Statewide, will have radios on 700/800 mhz as well as low band. But moving every CHP office over to the upper bands is NOT in the plan -- for coverage as well as cost reasons. The basic CHP system is built on the 42 mhz radio band, which is open ONLY for State Police agencys and since MOST State Police or Highway Patrols have moved off of and away from the Low Band -- the CHP system works even better.

So some CHP units will have both 42.000 and 700/800 band systems? I can understand interoperability but wouldn't a patch be more economical with CA's budget woes right now?

NO. Every CHP patrol unit will have both a Low Band CHP radio and a New 700/800 mhz radio. Only in certain areas will the CHP "piggy-back" on local already constructed 700/800 mhz trunked systems, like in San Diego County. Each of the CHP offices will have an assigned talkgroup that could be used as a dispatch channel. The local CHP office could then talk on both Low Band and 700/800 mhz directly to the CHP units. CHP mobile units could have direct access to any other talkgroup or unit within the trunked system -- without the need for any type of a "patch". This would only take place in an area that has a built 700/800 mhz trunked system. It would be solely up to the CHP as to which areas or systems that it would want to operate. The CHP already uses the San Diego County 800 mhz trunked system -- (Both the San Diego & El Cajon offices, but not the Oceanside or Temecula offices along the north coast). The CHP Santa Ana Central Dispatch Center -- does not use the Orange County 800 mhz digital encrypted trunked system, but does monitor the "Orange County Red Channel" for pursuits and APB's.

Aren't the extenders moving off 154.905 to the 700 mhz band?

Too soon to tell -- for sure but they could. The upgrade plan calls for such a move over to 700 Mhz -- However they may just stay on the high band. What could be very interesting is that the CHP is looking at adding more frequencies in the 44 to 46 mhz band -- as Repeaters -- including 45.20, 45.36 and 45.48. The 3 Washington State OEM channels.
