I myself have been working towers for the better part of 30 years. The antenna systems are generally live except of coarse the antenna we are working on. Even then it could be live if we are just adjusting or fixing a mount.
There has not been any of the tower community showing up and blaming RF for causing cancer. So you could say some of these guys that work these towers anywhere from 8 to 12 hours a day 5 to 7 days a week (during the big LTE push as an example) are "radiated" with thousands and thousands of times more power during their working shift.
In fact I know more RF people that have lived into their 90's than pretty much any other field of work. The two tenths of a watt from your cell phone is a hell of a lot less than what a guy just standing on or near a tower site would be subject to.
