This may be a dumb Question but. I was Playing Around with my 97 and had it on manuel on one of the forest service channels with the priority off and squelch on and volume down and low and behold the CTCSS kept poping up with a freq 167.9. now with my scanner on its own ant rubber duck I cannot pick up any NF Freq's am I Actuley picking up any CTCSS for The Forest service or ??,

I think you just have an anomaly

Specified Search
nationwide area = on
State = Washington, Oregon, Idaho, California
Frequency Assigned = 171.500
Exclude Leases
No matches found

we can assume that random scatter isn't causing a tone to catch squelch.
we can also assume that its unlikely that the forest service is transmitting illegally

if your getting a tone but no audible noise then something is chattering on the frequency it wouldn't be dead air (or open mic) so again its likely a anomaly or equipment failure somewhere

Interesting. I had no problem finding it in the database:

http://interceptradio.com/s.php?sfreq=4 ... 71.500&z=1

It appears to be a common USFS repeater output used in multiple areas.

You can search for fed stuff by clicking on "Database Search". It should be near the top of your screen.

Let me re-phrase;
I recognize the tone and associate it some FS freqs.

The best time to search for FS activity is during a fire.
Be patient, they will come.

During the Tripod fire I made contact on 146.520 with the commo guy. He stated during an active fire a lot of freqs are dynamic, with of course exception the area repeater(s).

IRAC licenses federal agency frequencies so it would be in their database (NTIA GMF). You usually won't find their info in the FCC database.
