This is kind of interesting.

"Looking to help eliminate the dangerous and inefficient hodgepodge of communication and network technology used by emergency response personnel, the US Department of Homeland Security (DHS) today said it had picked 14 groups from across the country to pilot an ambitious Multi-Band Radio project. In 2008, the DHS Science and Technology Directorate awarded a $6.2 million contract to Thales Communications to demonstrate the first-ever portable radio prototype that lets emergency responders — police, firefighters, emergency medical personnel and others — communicate with partner agencies, regardless of the radio band they operate on."

Junk. It doesn't do low band.

Also won't do Motorola 3600, EDACS or Opensky. The software and hardware are easy. Could be big IPR and licensing issues.

There are also issues with antennae. One manufacturer wanted the user to switch antennae on the run. Others want you to use a 3' antenna on a portable. Physics always seem to win out.

Instead of the hodge podge of bands, give us one huge chunk of spectrum.

rant over

Which was that place (in Florida, I think) that had low-band portables, had the antennas dangle down the sides of the officer's legs?

For the bands they are offering, a 6 inch helical with a few caps soldered in optimal locations would do the job.
