Where did the "Ten Codes" come from ???

The idea was proposed by the State Systems Standards Committee in 1937.

In 1940, APCO presented a list of fourteen "10-codes"

Yes -- And NO !!. The "Ten Codes" were based on FCC Radio Rules in "Section 10" . True -- APCO formed the "ten Codes" but they were based on Section Ten -- of the FCC Rules.
