While it may have started "At a 5,000 watt AM radio station, in Fresno, California" for newsman Ted Knight -- the real WMJ -- was first assigned to the Buffalo, NY Police back around 1928 -- using 2422 Khz. They used a combo Callbox, Horn and light system as well. But the best tool that the Buffalo PD had at the time was " A ONE MAN HOLDING CELL " called a Patrol Booth.
