You do not remember correctly.

The "entire Seattle 800 Mhz TRS" has never gone down.

During the quake (which occured about 1054), the "Seattle TRS" carried some 2.5 to 3 times the traffic volume compared to just prior. This volume was sustained for several hours (past 1600) before it started to return to a more "normal" level.

Okay I will reword this, it did not fail, the system was overwhelmed for most of the day. When an individual user wanted to communicate that user could not get through. So that user had several failures during that day where he or she could not communicate. I know, I was one of those users! Other then that it worked fine.
