Excatly how do you get a hold of that much equipment or service without paying for it?

Last time I checked, most people don't take COD's

It's called a purchase order, dealers in good standing have no problem obtaining that level of product. Like most companies Icom offers terms, so the dealer has several weeks or even months to pay for the radios.
